Preamble- The intent of the league commissioner is to increase the number of keepers every year by one.
1. Each team can select up to three players from their end-of-the-year rosters in 2014-15 to keep for the 2015-16 season.
2. Before the keeper deadline, incumbent teams select a player's keeper value based on Option-A Prior Draft Value + $10. or Option B- Market Value
3. Once a team selects Option B- Market Value as a player's keeper option, that player must be kept at Option B for the remainder of their terms as a keeper. (See Keeper Option details for more on how market value is established)
4. The 2015-2016 keeper values will be deducted from the $400 auction cash pool a player may use in the auction draft.
5. A team may opt to bring no players back if they want all $400 of their auction cash at the beginning of their draft. (See rule 7a for the exception, the only instance where a team must keep a player or players).
6. Regardless of keeper value option, a player can be keeper for only three seasons, giving a team exclusive option to keep a player for four straight seasons before that player must go back into the auction draft player pool where any team, including the player's prior team, may bid to add the player to their team.
7. Once any player returns to the auction draft pool or the free agent pool, that player is no longer on a keeper contract. They will be drafted or picked up on waivers on a prospective 4 year contract. (The first year the player is drafted or picked up in waivers + 3 prospective keeper years)
8. The Prior Draft Value (Option A) of every keeper increases by $10 a year including the third and final keeper year. KY=Keeper Year. KY1- original draft price + $10, KY2- original draft price + $20, KY3- original draft price + $30.
9. Each franchise is responsible for understanding the keeper status and keeper year of every player involved in the trade. If when considering keeper values, a trade with a rookie team owner appears to be one-sided, the commissioner will make sure the rookie team understands how keeper value may figure into the trade before adjudicating the trade.
10. The original draft value of a keeper will not increase or decrease due to fluctuations in the number of teams in the league.
11. The keeper value of any free agents picked up during the previous season is only $10 regardless of whether the player was dropped due to injury.
12. Trading players pre-draft. Any player or multiple players up to the number of keepers for a given season may be traded to another team prior to the keeper lock date in exchange for any player or multiple players up to the number of keepers and/or an agreed upon amount of auction cash or free agent auction cash.
13. The player or players traded for auction cash must be used as keepers by the team sending out auction cash.
14. The pre-auction cash pool for team receiving auction cash for players may never exceed $420.
15. While teams can trade players to keep, teams cannot trade their keeper slots. One team cannot trade their third keeper slot to another team so that team can keep four players instead of three. If a team declines to use a keeper slot, that slot goes unused.
16. Players can only be traded for auction cash considerations for that season's upcoming draft and only after the end of the previous season. Auction cash cannot be used for trades during the season.
17. Any player that declines to renew their Team of Destiny franchise may not trade keepers prior to the draft. All of their players go to a prospective keeper pool for new members of the league to choose from prior to the auction draft.
18. If a team says they are going to be in the league but drops their franchise prior to the beginning of the season, the pre-auction trades of that franchise will be voided unless a suitable owner is found to assume control of the team by the night before the draft.
19. If the manager of the team who was screwed by the voiding franchise made additional trades based on the original, now voided trade, those trades will stand unless they included players included in the voided trade.
20. All pre-auction trades must be approved by the league commissioner.
21. Keeper values of players changing teams- If a player is traded from one team to another, neither their keeper value nor their keeper year resets. The team receiving that player is obliged to keeper rules regarding both. (i.e.- If Team A trades for Player B who is in the Keeper Year 3, they will not be able to keep that player the next season as per keeper rule 6)
Keepers for new teams.
22. New teams have the option of selecting keepers from a pool of free agent keepers prior to the beginning of the season.
23. These players are subject to the exact same rules as incumbent franchises (rules 1-21), to include picking up the keeper contract where the last team held it. (i.e. Team C elects to keep Player D who was in KY1 for another team during the prior season. Player D will be in KY2 for his first season with the new team.)
24. The rules below describe the players available to new teams and the process by which those players are kept.
25. The rules for new teams selecting keepers are dependent upon whether the number of teams in the league expands or contracts.
26. An expansion is an increase in the number of teams. Number of new teams > than the number of abandoned teams. A contraction is the opposite New teams < abandoned teams.
27. Rules for contraction. The players on the teams that were abandoned will go into a pool of free agent keepers for new teams to select from. Any player on a returning franchise that is not selected as a keeper will be unavailable.
28. Because contraction allows a team to select from a deeper pool of keepers than incumbent franchises can choose, a new team can select one fewer keepers than the incumbent owners select from their own team. For 2015-16, that number would be two keepers, one less than the three keepers allowed for incumbents.
28a. If the number of new owners is equal to the number of vacating owners, neither expansion nor contraction occurs and the new owners will select the same number of keepers as has been determined for the incumbent owners, but will only be limited to the players remaining from the vacated owners.
29. New teams will make a short list of players they would like to keep based on their keeper contract value, contract year, and keeper option. (i.e. A player kept at market value must be kept at market value). Teams will rank the list of preference starting with 1.
30. Each team will submit the list to the commissioner and deputy commisioner only. The lists will be a kind of blind draft allowing each team to keep their highest ranked preferences. If two or more teams rank a player the same, the commissioner and deputy commissioner will conduct a series of random coin flips to determine what team the player is awarded to.
31. Rules for expansion. Rules 28-30 apply to expanding the league. However, the pool of keepers will consist of the rosters of any abandoned teams and any players not selected as keepers by the incumbent franchises.
32. Because so many players good players would be available to a relatively small pool of teams, the number of keepers would, as in a contraction, remain a minus 1 from incumbent teams.
